ISI Certification

Introduction

 Since 1955, Indian Standards Institute has begun to conduct the product certification program. Bureau Indian Standards is still responsible for the management of product certification program. And in 1999, Bureau of Indian Standards began to conduct the certification on products exporting to India. So far, there have been 19000 certificates issued for 1000 products.

BIS is the third-party certification body, and certified products will be marked with ISI label, and these labels have a broad impact in India and neighboring countries, and the good reputation ensures the reliable product quality. Products with "ISI mark" mean they are consistent with relevant standards in India, and consumers can buy them trustingly.

1.Certification model

BIS product certification will assess products through the initial inspection and evaluation on the factory quality management system and samples inspection, which will issue the certificate for qualified products. The factory quality management system will conduct the supervision on certified products.

Products are determined if they are consistent with Indian standards through the inspection on samples collected from the factory and market.

2.Presupposition

(1)Foreign producers shall establish the office or branch in India after getting the approval of Reserve Bank of India, and they shall comply with all BIS laws, regulations and rules;

(2)The memorandum related to BIS Act, regulations, rules, and application of penal provisions shall be signed by India andthe Government;

(3)The manufacturer in India shall design an authorized agent which shall state on behalf of producers to comply with BIS1986 Act, regulations and rules and responsible for this issue according to BIS and agreement and terms signed by foreign manufacturers.

Application instruction

Applicantsshould submit BIS relevant documents including:

The application of authorizedpersons of India office / branch office of foreign manufacturers; Incorporation documents of Manufacturers’ Indian offices or branches including the approval letter of Reserve Bank of India; Incorporation documents of foreign manufacturers; Flow chart of the production process and supporting files of quality assurance systems (such as the copy of quality manual, quality plan, test format, etc.); Relevant information that products or quality system pass other certifications; Relevant certification documents of raw materials, accessories and so on; Production equipments list; Production equipments list; Product drawings; Test inspection program being used or recommended for use; The qualification certificate and main experience of Laboratory, technicians, quality control personnel (non-consultant staffs); Independent laboratory show products meet the Indian standards inspection reports, laboratory test results and factories; The layout of main production plant; 1000 Rupee sight draft (the beneficiary is Bureau of Indian Standards, and the place of payment isNew Delhi). 

Application procedures

1.Application

Foreignmanufacturers generally need to use a dedicated application for BIS certification and prepare relevant documents to apply to the BIS headquarters in New Delhi.

2.Records

BISinvestigate the application documents and information submitted by the applicant.and if the procedure is complete.the application record will be recorded. Applicants shall pay the appropriate processing fee.

3. Initial factory inspection

BISwill assign two officers at most to the factory for inspection. Applicants should bear the travel expense.visa fees and the corresponding inspection fees of the inspected officers.

4.Issuing the certificate

If theinitial inspection and test results are qualified.the applicant agrees to implementing the inspection and testing program accredited by BIS and pays BIS identification fees.the certificate can be issued to the applicant. The certificate is valid for one year. After the certificate is issued.the certificate holder shall pay the identification fee and annual fee of certificate

5.Supervision after the certification

BISsupervises the quality of certified products through regular supervision.the spot checks and test on samples in factory and market. During the regular check.if samples collected from the factory or market satisfy requirements after the test of the factory and independent test results.the certificate can be updated. The certificate holder can submit the designated form to BIS for update application.and the update fee is 500 rupee. The certificate holder shall bear the sample inspection fee.
